The UNSW Indigenous Law Centre and Uluru Statement from the Heart Dialogue NAIDOC Seminar Series
Description
This seminar will consider questions of Sovereignty and Treaty. It will also discuss how cultural authority who participated in the dialogues identified the Treaty process to be strengthened from a constitutionally enshrined Voice to Parliament sequenced first in the Uluru Statement from the Heart.
This seminar will be recorded and available for viewing at a later date.

His teaching, writing and external engagement focus mainly on constitutional law, native title and land rights. After graduating from ANU, he was a Federal Court judge's associate and then worked with Aboriginal and other community organisations and in the Commonwealth Parliament’s research service, before joining the UNSW Faculty of Law in 2002. He was a member of the pro bono legal team supporting the Regional Dialogues and First Nations Constitutional Convention that culminated in the Uluru Statement from the Heart in May 2017. Sean is a co-author of Blackshield & Williams Australian Constitutional Law and Theory (Federation Press, 7th ed, 2018) and Treaty (Federation Press, 1st ed, 2005), and co-editor of Native Title From Mabo to Akiba: A Vehicle for Change and Empowerment? (Federation Press, 2015). Jill Gallagher AO (Victorian Treaty Advancement Commissioner ) Jill commenced as Victorian Treaty Advancement Commissioner at the start of 2018 A proud Gunditjmara woman, Jill is a highly respected Victorian Aboriginal leader who has dedicated her life to advocating for self-determination outcomes on behalf of the Victorian Aboriginal community. She has spent the past 20 years advancing Aboriginal health and wellbeing on behalf of the Victorian Aboriginal Community Controlled Health Organisation, including 14 years as CEO. Jill was recognised for her outstanding contribution to community when she was inducted into the Victorian Honour Roll of Women in 2009, awarded the Order of Australia in 2013, and inducted into the Victorian Aboriginal Honour Roll in 2015. Jill has also been advocating for the Victorian Aboriginal community as co-chair of the Aboriginal Treaty Working Group and has been closely involved in the Victorian journey to treaty. Geoffrey Winters Geoffrey is a lawyer and public policy advisor. He holds a Bachelor of Laws and Arts (Honours in Political Economy) from the University of Sydney and a Master of Public Policy from the University of Oxford (Balliol College). Geoffrey is currently the Senior Manager at the Office of the Registrar of the Aboriginal Land Rights Act 1983 (NSW) and prior to this was a public policy advisor at WPP’s Government & Public Sector Practice in London and New York. Before attending Oxford, Geoffrey was a Director of Chalk & Behrendt, Lawyers & Consultants in Sydney. He specialises in Government and Adminsitrative Law, Aboriginal land rights, Native Title, Planning & Environmental Law litigation. After graduating the University of Sydney, Geoffrey was the Tipstaff to the Hon. Justice Basten in the NSW Court of Appeal and later the Hon. Justice Wright of the Supreme Court of NSW and President of NCAT.
